CESROUTE

cycle d’etudes supérieures route une formation personnalisée internationale au management de la route

CONTEXTE ET OBJECTIFS

Le CES Routes vise à renforcer les échanges avec les pays étrangers en proposant à des cadres de haut niveau une formation personnalisée dans le domaine routier.

Le cycle est organisé par l’ISTED (Institut des Sciences et des Techniques de l’Equipement et de l’Environnement pour le Développement) et l’ENPC (Ecole nationale des ponts et chaussées), sous le patronage des ministères de l’Equipement, des Affaires Etrangères et de la Coopération, et bénéficie de la collaboration du secteur privé (entreprises, bureaux d’études, sociétés de matériels et d’équipements) et des sociétés concessionnaires d’autoroutes.

Lors de la formation, les stagiaires acquièrent les bases nécessaires à l’élaboration et à la mise en œuvre d’une politique routière, au management efficace d’une telle politique, à son financement, et à son montage institutionnel et juridique. Si besoin est, quelques cours techniques compléteront la formation.

PUBLIC

Le CES Routes s’adresse essentiellement à des ingénieurs francophones et anglophones, diplômés dans leur pays, disposant d’une expérience professionnelle de 5 à 10 ans et désireux d’acquérir une formation de haut niveau dans le domaine de la définition, de la conception, de l’entretien et de l’exploitation des infrastructures routières.

METHODES PEDAGOGIQUES

Cette formation dispensée en français et en anglais est très largement personnalisée, et donne lieu au suivi d’un parcours individuel de formation, intégrant les techniques et méthodes françaises. Le cadre du programme est conçu pour favoriser la création d’une dynamique de groupe à laquelle chaque stagiaire participe grâce à l’apport d’une réflexion sur sa propre expérience professionnelle.

La formation comprend les modalités suivantes :

 1- un enseignement des techniques managériales adaptées au domaine routier de haut niveau : des conférences magistrales et des enseignements théoriques en tronc commun, axés sur le management des organisations, des ressources humaines et des projets appliqués aux infrastructures routières ; des enseignements spécifiques pour chaque stagiaire ; un stage pratique en entreprise ou laboratoire en France.

 2- un projet personnel : pendant toute la durée de la formation, le stagiaire peut effectuer un projet personnel dans le cadre de sa spécialité ; ce travail a pour objet de mettre en pratique son nouveau savoir-faire en l’appliquant à la résolution d’un problème concret, choisi en cohérence avec les objectifs stratégiques de son service. Ce projet sera poursuivi par chaque stagiaire pendant la période inter-module dans son pays d’origine et donnera lieu, en fin de formation, à la remise d’un rapport .

 3- le tutorat : le tuteur aide le stagiaire dont il assure l’encadrement à mettre en oeuvre les nouvelles méthodes acquises en formation et à mener à bien son projet personnel ; le contact sera maintenu lors de la période inter-module.

 4- le suivi : le CES Routes vise à la mise en place d’un réseau international de managers de haut niveau.

 5- le diplôme : un certificat sanctionnant le succès à la formation est délivré à son terme.

CESROUTE Higher Education programme :

An International tailored training course on Roads management for high potential managers

CONTEXT AND OBJECTIVES

CES Routes is aimed at selecting, training and forming an international network of high ranking executives in the field of road infrastructures.

The cycle is organised by ISTED (Institut des Sciences et des Techniques de l’Equipement et de l’Environnement pour le Développement) and ENPC, and sponsored by the Public works Ministry and the Ministry of Foreign Affairs and Development Aid. It enjoys the benefit of collaboration from private sector (contractors, design offices and facility suppliers equipment) and the motorway concessionary companies.

During this course, the trainees learn how to design and implement a road policy, including appropriate financing schemes and efficient institutional and legal environment. The trainees will also improve their management skills. If need be, the course can also deal with some technical aspects.

WHO SHOULD ATTEND ?

CES Routes is aimed primarily to French and English speaking engineers who are duly qualified in their own country and who already have 5 to 10 years professional experience, who wish to partake in a high-level course in the definition, design, maintenance and operation of road infrastructures.

TRAINING METHODS

This course is very largely tailor-made and includes an individual training path integrating French techniques and methods. The framework of the programme is designed to encourage the creation of group dynamics to which each student will participate through the contribution of reflection on his own professional experience.

The course consists of :

 1 - scientific and technical instruction of a high level provided in English and French : lectures and theoretical instruction in core subjects centred on the management of organisations, human resources and projects as applied to road infrastructures ; specific instruction for each student ; practical work experience training in a company or laboratory in France

 2 - a personal project : throughout the course, the student should undertake a personal project within the scope of his speciality ; this work is aimed at putting into practice his newly-acquired knowledge by applying it to solve a real problem, chosen to be consistent with the strategic objectives of his department. This project will be pursued by each student in the periods between modules in his own country and will be subject to a viva voce examination in front of a panel at the end of the course.

 3 - tutelage : the tutor will assist the student under his control to implement the new methods acquired in the course and to carry out his personal project ; contact will be maintained during the periods between modules.

 4 - monitoring : the CES Routes aims to encourage exchanges and to maintain contacts by monitoring the career and personal addresses, the distribution of publications and participation in conferences and seminars.

 5 - diploma : a "Routes" Higher Education Certificate recognising successful participation in the course is awarded at its end.
