future "top level road managers"

Please, find enclosed an article I published in our corporate newpaper (since DHV Group employees some 4000 people all over the world). It was published in "Over en Uit" in December 2002. This is social newspaper - unlike others, very serious newspapers like DHView or DHV Times)

I have been asked for writing an article. "Something on DHV POLSKA’s activity or interesting recent project, or even something more informal - like regional cuisine receipt would be nice", I have been told. Well, the variety outstanding but the choice on which topic would be potentially interesting – extremely difficult. After some struggling with couple of ideas (some of them not very wise) finally I decided that the readers would be interested in a few words about a training programme, organised by the French Government, named CESROUTE.

The programme is organised for couple of years and is addressed to future "top level road managers". The duration of the training course is one year whereas the cycle is slit into three modules. Every module lasts for two-three months. The rest of the school-year participants spend at home countries, having an occasion to make benchmarking within their own organisations utilising solutions and knowledge gained during the training course.

Lectures take place mostly in Paris, at Ecole Nationale des Ponts et Chausses. ENPC is the oldest University of Technology in the World and nowadays trains the young engineers who will serve in the future for central administration and the most serious enterprises as well. Part of the training course lectures is organised in natural environment of the theory given at ENPC. Thus students have unique occasion to take part at regular training sessions organised for employees of various institutions and to almost "smell" the real life of LCPC (Central Road Research Laboratory), COLAS (Construction Enterprise), SNCF (Directorate of French Railroads), Coffiroute (Operator of toll motorways in France), etc.

The programme devotes a lot of time to acquaint participants with the most modern techniques of management, tools supporting the process of management of infrastructure, European law regulations, risk assessments doing business and so on. Also the major part of the program aims at strengthening and perfecting of individual skills of participants in the field of human resource.

The issue of probably the greatest importance for the program is choosing and elaborating so called individual project, which to some degree is treated as kind of diploma dissertation. As from the very first day of the training every student has to name the topic which further, during the course, will be developed. A student gets individual tutor, who in most of the cases is one of the best expert in the chosen issue. The task of the tutor is understood as help in finding materials, providing individual training and liasing between a student and all kind of institutions involved in the area of the individual project. Ceremonial public presentation of individual project is organised at the end of the CESROUTE programme which is another kind of adventure. The audience, great expectation and poor student, usually stage feared to death. Those who are able to survive … are rewarded with certificate of completion of international training programme CESROUTE.

Apart from very rich training program, development of personal relationships and building of professional network among participants from various countries, often very exotic, is important. In my group I met people from Europe, Asia and Africa. Probably, I would not have occasion during my whole professional career to meet road engineer from Madagascar or from Senegal, but thanks to the programme I met them !

It is worth to mention that students have also a lot of time, off the lectures, to visit the country. Spending one year in foreign country is not the same as visit it with a travelling office. The hosts are very enthusiastic with helping the students in organising interesting visits – not always even connected to professional programme. The training is non-profit type, but unfortunately still quite expensive. Nevertheless it is worth its money, believe me !
